About Our Opportunity



Reporting to the Executive Director of Advanced Analytics, you will work with a committed team that provides analytical services to ensure capacity for driving change. You will lead data-driven projects, apply sophisticated analytics techniques at every stage of data science projects, extraction, cleaning and validation of data, data exploration, design and evaluation of models, and communicate results to internal stakeholders.


You will strengthen the use of advanced analytics to inform provincial policy, strategic planning and investment, while responding to the health needs of Nova Scotians and aligning with the overall strategic vision and mission of the Department. You will develop statistical and predictive modeling to generate policy options as well as lead consultation with colleagues to review information and develop strategies, including implementation, measurement and evaluation of policy effectiveness.


You will advance strategy on data analytics, and the use of new sources of information and use advanced analytics technologies to leverage structured and unstructured data from a variety of internal and external sources. You will find creative ways to develop tools and services that drive health policy innovation.



As a Data Scientist, you will also:


  • act as a subject matter expert in the areas of data science, machine learning, advanced analytics, and new analytics technologies
  • apply, adapt and design computational architectures and approaches for the statistical analysis of health data
  • leverage extensive theoretical and practical knowledge of advanced analytic methods and algorithms
  • provide authoritative advice across the Department on advanced analytics methodology and tools
  • keep current with industry and academic developments and standards
  • apply data visualization techniques to present the results of statistical analysis
  • play a key role in priority projects linked to the provincial health system
  • support the development of a broader analytics strategy and capabilities in collaboration with internal stakeholders and external partners





About You



You possess:


  • a completed Master’s degree in a related discipline such as computer science, mathematics, or statistics and six years of recent relevant experience
    or
  • a completed Ph.D. in a related discipline such as computer science, mathematics, or statistics and three years of recent relevant experience

An equivalent combination of education and experience may be considered.

Your knowledge and skills


We are looking for an experienced Data Scientist who has excellent analytical research and problem-solving skills, enjoys working in an innovation environment, and is a self-starter.


As a successful Data Scientist, you:


  • are an effective communicator who can share and adapt information and ideas to the target audience, using clear and compelling written and oral communication skills;
  • possess knowledge and experience in collecting, organizing and manipulating large data sets;
  • have hands-on experience with statistical and quantitative analysis, machine learning, scientific programming languages and libraries, and data visualization tools.

You must be able to demonstrate your experience with advanced analytics projects, including designing methodologies, conducting analysis and interpreting results.


Considered an asset if you have:

  • knowledge of health systems, health policy, health economics and/or population health


Leadership competencies required at this level of work are: Analytical Thinking, Strategic Orientation, Innovativeness, Adaptability and Flexibility, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.


We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.





Pay Grade: EC 13


Salary Range: $3,209.87 - $4,012.34 Bi-Weekly
