User Interface Designer At New York City DEPT OF HEALTH/MENTAL HYGIENE

Job Description

    The nation's leading local health department seeks a User Interface Designer to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.

    The Bureau of Application Development and Database Administration is seeking talented User Interface Designer who will help our systems be more than functional. This position would be the team’s first UI Designer. The ideal candidate would be passionate about working with developers from the ground up, help us change our software development life cycle to incorporate user design and experience during the requirements and design phase of the project.

    Responsibilities:

    This UI designer position would work closely with cross functional team of project managers, developers, and communications staff to:

  • Create, communicate and present interactive wireframes/prototypes based on requirements.

  • Incorporate usability and visual design early in the design phase of the project.

  • Help developers integrate the visuals into their projects.

  • Ensure our systems are compliant with the Americans with Disabilities Act (ADA).

  • Develop a library of reusable UI designs, layouts, etc. for rapid prototyping and for developers to easily reuse.

  • Approach projects using mobile-first design techniques.

  • Analyze our portfolio of existing systems and create concepts to revamp the user interface design.

  • Educate and help change the perspective of technical staff such as developers and other non-designers on design systems and principles.

  • Manage one or two part-time interns/college aids.


Minimum Qual Requirements


(1) A baccalaureate degree, with a major in fine or graphic arts, from an accredited college and one year of full-time paid experience as a commercial or graphic artist; or
(2) A four-year high school diploma or its educational equivalent plus two years of training in a technical school approved by a state’s Department of Education or comparable governmental agency, in oils, water colors, painting, design, black and white, layout, computer graphics, and other art media, and three years of acceptable full-time paid experience as a commercial or graphic artist.
To be qualified for assignment to Assignment Level II, individuals must have:
(a) at least one year of experience as a Graphic Artist, Assignment Level I; or
(b) the Qualification Requirements described in "1" or "2" above, plus two additional years of acceptable specialized paid experience conceptualizing and initiating graphic art projects.


Preferred Skills


  • The candidate should have 3-5 years of experience in creating wireframes, prototypes, workflows, etc.

  • The candidate should have 3-5 years of experience design interfaces for web-based products.

  • Solid understanding of design principles and strong understanding and of web design and web architecture.

  • Experience in successfully educating and influencing technical staff such as developers and other non-designers on design systems and principles.

  • Hands on experience with HTML/JavaScript/CSS is a plus.

  • Experience working with and contributing to design systems, style guides, and pattern libraries.

  • A current portfolio of design work that demonstrates thoughtfulness and attention to details.

    **LOAN FORGIVENESS

    The federal government provides student loan forgiveness through its Public Service Loan Forgiveness Program (PSLF) to all qualifying public service employees. Working with the DOHMH qualifies you as a public service employee and you may be able to take advantage of this program while working full-time and meeting the program’s other requirements.
