Prepare and analyze interim and year-end debt workpapers including all audit related documentation and requests for information. Function includes monthly reconciliation of related accounts and maintenance of debt database. Assist with oversight of bond construction funds and debt service reserve accounts to include bond draw forecasting and reinvestment of excess cash. Process monthly bond draws and related reconciliations.
Assist with performing the compliance functions related to tax-exempt debt.
Strong knowledge of all compliance implications of long-term debt issuances, including debt covenants, arbitrage restrictions and private use limitations. Assist with monitoring, calculating and disseminating information on debt covenants, arbitrage rebates and private use.
Maintain all debt construction fund accounting records, including complex spreadsheets for sources and uses, capitalized interest, useful life calculations and bond funding of capital projects.
Interact with external parties involved in the debt offerings and related facilities construction, including the bond trustee, letter of credit banks, external counsel and financial advisors.
Participate in review of debt documentation for new issuances and refinancing.
Prepare and compile meeting materials for capital planning meetings.
Prepare review materials and information requests for annual rating agency reviews.
Prepare year-end retained earnings mass allocations to include review and setup of new allocations and reconciliation of all activity to ensure all earnings are properly allocated.
Prepare or assist in the completion of various official proposals and surveys, as assigned, including the annual federal fringe benefit rate proposal, Association of American Medical Colleges (AAMC) annual financial questionnaire and other surveys as needed.
Prepare balance sheet reconciliations and financial statement analysis as assigned.
Cross-train on other treasury functions including investment accounting, endowment accounting, short-term cash management and other duties as needed and provide backup support during periods of scheduled and unscheduled Treasury staff leave.
Cross-train on certain aspects of the Payroll function and provide backup support during periods of scheduled and unscheduled Payroll staff leave.
Cross-train and assist with ecommerce functions to include setup of ecommerce solutions, reporting and reconciliation of activity and maintenance of PCI-DSS compliance.
Demonstrate in depth knowledge and proficiency with financial accounting systems that support the assigned accounting functions. Actively seek to develop, enhance, and document knowledge of financial accounting systems related to investment and endowment management. Ensure system functionality is fully and efficiently utilized daily to enhance the effectiveness of deliverables and service.
Duties are to be performed in an independent manner and in compliance with departmental quality standards for timeliness, accuracy, workpaper presentation and referencing, supporting documentation and the creation or maintenance of related policies and procedures. Role requires a continuous focus on improvement and active participation on process enhancement teams.
Education: Bachelor’s Degree – Accounting Major or MBA with relevant accounting experience.
Minimum Experience: 5 years of experience in a complex, automated accounting environment with duties in the areas of journal entry preparation, financial analysis, financial statement preparation, account reconciliation, and complex spreadsheet preparation. Advanced knowledge of Microsoft products including Word, Excel and Access and automated accounting software strongly preferred.
Preferred Experience: Public accounting experience.
Certifications/Licenses: CPA or CPA candidate preferred.
