Senior Governance Advisor At City of Calgary

Reporting to the Leader, Governance Strategy within the Customer and Governance Service (CGS) division, the Senior Governance Advisor will be responsible for coordination and completion of work, effective communication with a wide range of stakeholders involving policy-related matters, with a strong focus on written consultation and providing oversight on complex and sensitive issues. This role develops and monitors Assessment business unit policy while actively engaging key stakeholders to promote and ensure understanding of the legislation that governs our business. Primary duties include:
  • Oversee the coordination and completion of issues management resolution, corporate responses, briefing notes and memorandums, exemption processes and initiatives on legislative, strategic and sensitive issues on behalf of the business unit.
  • Lead the preparation of reports and bylaws to Council committees and Council on behalf of the business unit through consultation with business unit management and staff, as well as with other business units, or any other party as required.
  • Respond or coordinate the response to inquiries that are either policy-related or sensitive in nature on behalf of the Assessment business unit and The City of Calgary.
  • Develop and maintain relationships with other jurisdictions, other levels of government and industry.
  • Coach and mentor members of the divisional team and direct the workflow within the division.
  • Work on City or business unit projects as a CGS representative.
  • Draft business unit policies and perform an ongoing review of existing policies to ensure currency.
  • Coordinate communications to advocate legislative changes and respond to any legislative changes.
  • Administer exemptions from taxation and the development of related policies.
  • Represent the business unit before the Assessment Review Board in matters involving exemption issues, including the development of submissions.
Qualifications
  • A degree in Business Administration, Law, Finance, Economics or related discipline, with a minimum of 5 years of continual and progressive roles with a focus on project management, financial management or policy development.
  • A professional designation in Assessment, Law or Accounting will be considered an asset.
  • Well developed skills in reasoning, analysis, legal, communication, and advocacy, which will all be used toward developing strategic initiatives for the business unit.
  • Ability to exercise discretion regarding sensitive and confidential issues and information.
  • Strategic thinker with strong research and analysis skills.
  • Excellent time management skills with respect to complex legislative and policy issues due to time constraints.

Compensation: Pay Grade 13 $43.49 - 58.18 per hour (2017 Rates)
Days of Work: This position works a 5 day
work week with one day off in a 3 week cycle.
Hours of work: Standard 35 hour work week
